2010 TAX ASSESSMENT NOTICES

 

The Putnam County Board of Tax Assessors will mail the 2010 annual change of assessment

notices on May 24, 2010.  For 2010 the Board will mail 6,201 real notices and 2,124 personal

property notices.  For 2010 the Sate of Georgia has imposed a value freeze on all real property consequently, if no changes are made to the property the value can only go down based on the market conditions. Of the 6,201 notices mailed 77% or 4,780 were to property owners in areas where market conditions indicated a value reduction was needed. Additionally, 997 notices were mailed to property owners where values remained the same and 424 notices were sent to owners where new construction or improvements to the property was made.

 

This year saw a dramatic increase in taxpayers making tax returns some 1500 parcels were returned by taxpayers or agents in an effort to reduce the taxable value of the real parcel. The Board sent a certified staff appraiser to review each parcel and make recommendations to the Board. In many instances changes were made and values reduced. However, if market data indicated the value to be reasonable no changes were made.

 

As has been the trend in past years condo and town home communities saw the largest decreases in values followed by residential areas where the market saw a saturation of homes. Alexander Lakes, Pear Tree, Water Oaks, Phoenix Crossing, Misty Grove; along with many other residential communities saw values decrease.

 

It appears that the housing market is in a downward spiral and over the next several years this trend may continue. With the exception of some foreclosures, the lake properties seem to be holding value and choice lake properties are still selling only at a slower rate.

 

This was the second year for corporations to qualify for the Forest Land Protection Act.  Putnam County had approximately 6,500 acres placed in the program at a revenue loss to the County and School system of $600,000. Any revenue loss over 5% is to be refunded to the county by the State of Georgia however; the State has failed to fund the program. Consequently, for the first time in recent history the Tax Digest will decline and it’s just a matter of how much?
