Board of Assessors
The Fulton County Board of Assessors consists of 5 members appointed to staggered terms by the
Fulton County Board of Commissioners. The current members are E. Gayle Barnett, Chair; Donald
E. Johnson, Vice-Chair, Salma H. Ahmed, Dillon H. Fries, and Bill G. Huff, Jr.
E. Gayle Barnett began her career in the banking industry. She
started as an Encoding Specialist at Wachovia Bank of Georgia
and climbed the corporate ladder as Collection Specialist, Loan
Specialist, Assistant Branch Manager, Branch Manager and
Market Manager. As Market manager, she facilitated specialized
training for branch managers, developed programs to interact
with local communities, consulted with senior management on
branch issues related to staffing and scheduling, formed strategic
alliances with business units by assisting in forecasting banking
needs, and assisted managers in reaching annual branch
deposit, investment, and personal/home equity loan goals.
Prior to retirement from the banking industry, Ms. Barnett went
into real estate sales and brokerage. She has been in the real
estate field for more than twelve years. She has served as an
Associate Broker at Keller Williams Realty; Broker, Office
Manager and Property Manager at Brady Barnett Realty
Company; and currently is the Owner/Broker of E. Gayle Barnett
Realty Company.
Ms. Barnett attended Fort Valley State University, Georgia State University, Barney Fletcher School
of Real Estate, and Atlanta Technical College. She has an Associate degree in Sociology and is
certified as a Georgia Real Estate Broker.
In her spare time, she enjoys reading, traveling, golfing, and event planning. She attends Shaw
Temple AME Zion Church where she is a member of the Board of Stewards and Coordinator of the
Wedding Ministry. She is married to Brady Barnett, Jr. They have 6 children and 6 grandchildren.
Donald E. Johnson is native Atlantan graduating from Price
High School. He spent four years away serving in the US Air
Force during the Vietnam era. Upon completion, he returned
home and enrolled in college at Clark-Atlanta University. He
also studied Business Management at Georgia State
University.
His career in real estate started with the Federal Housing
Urban Development. He worked as a staff appraiser and realty
specialist for 18 years before opening his own business, Don
Johnson's Appraisal Service. He has served the needs of
Atlantans for more than twenty five years.
Mr. Johnson is a member of Most Blessed Sacrament Catholic
Church and serves as a member of the Financial Council, and
several other ministries. He is married, has 4 adult children,
and identical twin granddaughters who are the apples of his eye!!
Salma H. Ahmed has over 17 years of experience in real
estate including design development, rezoning, construction,
property management and valuation. She has owned and
managed over $30 million in property.
Ms. Ahmed is currently Co-Partner of Great Hall Builders,
specializing in single-family residential projects in the Roswell
area. Most recently, Ms. Ahmed completed concept,
permitting, design and construction of a condo hotel project in
Amelia Island, Florida.
Other Amelia Island projects include Terraces at Beachside,
Beachside Commons and Skyy Holdings. Georgia projects
include Mill Village, Village Square, Canton Street Walk and
Lum Crowe Developments.
Ms. Ahmed has been a member of the Roswell East Rotary Group for 7 years and served on its
governing board for 3 years. She is a founding member of the Historic Roswell Merchant's
Association.
Ms. Ahmed has a BS degree in Graphic Design and Marketing from the University of Cincinnati.
Prior to attending the University of Cincinnati, she completed an honors biology program at the
University of Michigan.
Dillon H. Fries has exclusively engaged in the appraisal of Real Estate
since January, 1974. Presently owner/president of Dillon H. Fries &
Associates, Real Estate Appraisers and Consultants, an appraisal firm
located in Roswell, Georgia, established in March, 1981. Mr. Fries has
specialized in residential real estate appraising in the Metro Atlanta area
since 1974 with an emphasis on relocation appraisals and estination
services, appraisals for divorce proceedings, estates, REO's, mortgage
loans and for list price or offer price determination.
Mr Fries designations consist of the following:
Employee Relocation Council's, "Certified Relocation Professional", CRP
since 1990. National Association of Review Appraisers & Mortgage
Underwriters, "Certified Review Appraiser", CRA. Approved FHA (HUD
Roster Listed) Appraiser Mr. Fries has Bachelor of Business
Administration from Georgia State University in 1975 with a major in Real
Estate and a minor in Finance.
Bill G. Huff, Jr. has been in the real estate business for over
37 years. He is a Certified General Real Estate Appraiser and
a licensed Broker. He is a charter member of the American
Institute of Certified Planners (Land Use).
Mr. Huff has held many key positions during his business
career. He has been Project Manager and Developer for
Hufbilt Properties, Inc. since 1979. He served as Executive
Vice-President of the Fulton Federal Savings Association,
Assistant Director of Planning for Fulton County, and Lead
Computer Operator for Southern Railway to name a few.
Mr. Huff served in the United States Marine Corps from 1962-
1966. He obtained the rank of Platoon Sergeant in the Anti-
Tanks and Infantry division, serving in Cuba, Dominican Republic, Haiti, Panama and Greenland.
He also assisted the Mediterranean and Caribbean Fleet Marine Forces and trained combatants for
Vietnam.
Mr. Huff is very active in various committees and organizations in Fulton County and the City of
Sandy Springs. Most notably he served on the Governor's Study Commission Transportation
Review Board for the Presidential Parkway, Georgia 400 Extension and Brookwood Interchange
projects.
Mr. Huff holds a BA degree from Georgia State University and a MS degree from a combined
Master's program at Georgia Institute of Technology and Georgia State University.
